Babies can’t speak but their immature brains haven’t developed the ability to speak as adults do yet. They can however understand tone and facial expressions.

The brain part that controls speech is the cerebrum and as babies develop this part develops to be able to process language. When babies are in the womb for nine months, they don’t speak. When they are born its a whole new world where they meet people who can talk, so they need to adjust by learning the language spoken to them, They also start to speak at different stages depending on how much communication they get.
